It is recommended that importers should ensure their containers with a high security seal that meets ISO/PAS 17712 standards. On October 15, 2008, a demand came out of United States Customs that all shipments (freight containers and trailers and rail cars) that enter the United States are required to use a high security seal. This includes all cargo, whether the United States is the final destination or the cargo is in transit. This practice, under C TPAT, is now mandatory for all companies.

This requirement is aiming for improving cargo security and increasing supply chain security. And customers must ensure that the seal number of their sealed container is provided on the shipping instructions (Bill of Lading or BOL).

A High security seal give assurance to customs that the shipment has been sealed and as long as that security seal number matches the number on the Bill of Lading then the container should be safe.

Why companies apply a high security seal?

The bolt seals have high strength for shipping containers, railroad and air freight containers. It is the metal core head and locking cylinder that makes for a high-level security seal and tamper deterrent. The durability of bolt seals provides a hard time to anyone tampering with it. Any evidence of tampering will be noticed immediately.  

A solid steel bolt has the strength while a molded plastic coating has tamper evidence. Both are numbered to prevent fraud.

The cable seals are used on freight containers, rail cars, and truck doors. The adjustable loop and the flexibility offer security to almost any type of container door. The cable seal is applicable to any type. It includes sealing trucks and railway cars transporting products. Most cable seals are classified as high security level as per ISO/PAS 17712.

The United States Customs and Border Protection may release a penalty if a particular container doesn't have a high security seal and the US Coast Guard may possibly detain the vessel. Customs and Border Protection states that there are containers like tank, non-standard containers or containers that cannot accommodate a seal and are then not secured by using a high security seal. These containers are not required then to use the High Security Seal.
